Well, this makes sense, I think.

Public universities are normally classified as non-profit...so our revenues and expenses should match.

Yep, they said if the figures are the same, that the school likely adjusted the numbers a bit to make them equal. But a lot of schools just spend what they make. But some Public schools will have a surplus of revenue, which then just goes to pay for other sports.
